The most simple solution is they all take part in a reserve league which got done away a number of seasons ago. If they brought it back then no club would be impacted while the b teams get benefits of playing against experience pros. No need to relegate clubs just cause of their agenda

The reserve league which you have put on is a glorified u18s league with only a certain number of teams taking part it's not the reserve league of old when it was a proper reserve league in the 80s ans 90s which experienced first team players took part coming back from injury/for game time etc the league now is more or less an elite youth league with majority squads made up of players aged 18 and younger hence why the likes of rangers celtic and hearts b teams went into the lowland league to play against older experienced players.

It appears that 41 clubs shall vote no to this crazy plan, although I've included a handful who say they shall consult their fans and I'm confident that'll result in a no vote. When asked, Spartans said they'd decided how to vote but weren't going to say what! Not a single team has said they'll vote yes although obviously Rangers, Celtic and Hearts want their B teams in it so can be assumed to be in favour. Aberdeen were originally touted to be wanting their B team in the league too but have since said they wont but did cite financial rather than ethical reasons so may vote yes too. Queen's Park then expressed an interest in the idea but have since said they won't be participating. 55 votes against are required to reject this and in addition to the clubs there are a few associations which have 1 vote each. Very few clubs below the Highland and Lowland Leagues have a vote in this and neither do teams who have become members since a certain date as they are associate members with no vote. I suspect one reason they're trying to railroad this in now is that these associate member clubs shall presumably gain a vote sometime soon. The vote is being held at the SFA AGM which is this Tuesday, 6th June.
